Humanitarian visa

Humanitarian visa is issued to the citizens of Iran, citizens of other countries and persons without citizenship for an entry into the Russian Federation with a purpose of establishing, renewing and strengthening scientific, cultural, social and political relations, for sporting activities, religious and charity work as well as humanitarian aid delivery.

It is issued based on an  invitation issued by the Ministry of Internal Affairs of the Russian Federation (Russian MIA) or a written request from a host organization or institution. It may also be based on the Ministry of Foreign Affairs decision (Russian MFA).

Humanitarian visa can be single- or double-entry, valid for up to 90 days, or multiple-entry, valid for up to 1 year (except if otherwise provided in an international agreement of the Russian Federation). The period of stay in the Russian Federation with an ordinary multiple-entry humanitarian visa may not exceed 90 days for each 180 days period.

Please note! If you are not a Iranian citizen please check the requirements for the visa application supporting documents, visa fee rates and processing time on the website of the Russian consular office in the country of your citizenship.

In order to apply for a single, double and multi-entry humanitarian visa you must submit the following:

  1. The invitation for an entry into the Russian Federation issued by the Ministry of Internal Affairs of the Russian Federation; or
  2. The Russian Ministry of Foreign Affairs decision to issue a visa;
  3. A written appeal addressed to the Consul General from the host organization, confirming the purpose of the trip of the Iranian citizen. ATTENTION! In this case, the written request should contain information about the name, surname, date of birth, citizenship, passport, the duration and purpose of the trip, the frequency of the requested visa of the invited person, and also the full name of the inviting organization, its legal and actual address should be indicated in it, name, surname, position of the person who signed the appeal, and his phone number.
  4. Passport with no less than 2 empty pages for visas, valid for 6 months from the visa expiry date;
  5. Copy of the personal particulars/photo (bio-data) page of the passport. This is the page of the passport which shows the name and date of birth, passport number, issue and expiry date, and photograph of the holder.
  6. Visa application form filled in on the website visa.kdmid.ru , printed and signed personally by the applicant;
  7. Colour photograph 3.5 x 4.5 cm with a light background and with a clear frontal view of the full face without tinted glasses or a headwear (except for the persons who in accordance with their nationality or religious beliefs are depicted with a headwear on their passport photography). At the Russian visa center you may ask for the additional service " Express Photo ";
  8. A medical insurance policy valid for the entire period of stay in the territory of the Russian Federation, or for the entire period of the first trip (in the case of a double or multiple entry visa), or for a period of at least 30 days.
  9. An HIV negative test certificate (only FOR MULTIPLE ENTRY VISAS).

Important! In case of possessing two or more passports, before submitting the documents to a Russian Visa Center, please, make sure there are no valid visas in other documents.

Please note: 

Towards citizens of the state with which the Russian Federation has an international agreement on the amount of visa fees the relevant fees are applied.

The terms of consideration are calculated from the date of receipt of documents at the consular institution. In some cases, by decision of the consular institution, the review period may be extended or shortened.

Completing the Russian visa application form

The application form for a Russian visa should be filled out in electronic form on the website of the Consular Department of the Russian Foreign Ministry: https://visa.kdmid.ru.

At your request, we can fill out the application form for you at the visa center. This is a paid additional service worth 5$ for each page of the application form. 

A separate application form must be completed for each applicant.


If you are going to fill out the application form by yourself, we recommend you the following:

  1. Read carefully and follow the instructions and tooltips on the website.
  2. When registering a new profile, create a password that consists only of letters of the Latin letters and numbers.
  3. Write down the password and number of your application from, which will be assigned to it automatically. Take your number and password with you to the visa center. The number and password will be useful if you need to print the form or make corrections, so as not to fill out the entire form again.
  4. Name and surname spelling must strictly correspond to the data of your passport.
  5. Specify the purpose of your travel, duration of the visa and number of entries, the data of the host person or organization (name, date of birth, address) must correspond to the invitation.
  6. When filling out visa application form in Russian, the address of the inviting person or organization in paragraph 11 should be indicated as briefly as possible using the accepted abbreviations of the constituent entities of the Russian Federation, types and names of settlements, without spaces between punctuation marks and words, numbers of houses, buildings, apartments. The numbers of houses and apartments are written through a hyphen without spaces and without indicating the abbreviations "h.", "apt.", "bld." etc.
  7. Enter information about your previous trips to Russia and other foreign countries according to exit-entry stamps in your passport.
  8. At the final step of completing the application form choose the place of submission of the application — Visa Application Center Interlink Services (Tehran).
  9. After filling out the application form on the website, print it out in one copy and take it to the visa center.
  10. If you do not have a printer, we can print out your application form at the price of 0.3$ per sheet.
